What are EPSM Licences?
European Protected Species Mitigation Licences, or EPSM licences are licences issued by Natural England which allow a project or development that has an impact to a protected species to proceed lawfully.
The EPSM licence provides details on the results of surveys, the impact of proposals and how those impacts will be avoided, mitigated or compensated for.
The EPSM licence is submitted by an ecologist to Natural England and usually takes around 30 working days for Natural England to make a decision on. Other mitigation licences are available for certain species, such as District Level Licences for great crested newts, and Earned Recognition or Low Impact Class licences for bats. Why would I need a EPSM Licence?
An EPSM licence is required where impacts to European protected species cannot be avoided, and need to be mitigated/compensated for. The EPSM licence allows a developer to undertake activites that would otherwise be unlawful.
EPSM licences are issued by Natural England once they have reviewed the licence application which provides detail on what the impacts are and how they will be addressed throughout the duration of the development/project.
